(7) To respond to internal and external demand for information about projects, the system must have expansive search/query capabilities (e.g., by location, by business, by fiscal year, by program).
(8) Users need to have a system that allows them to choose the variables they want and generate on demand customized reports from the system.
(9) Search results must be able to be exported to Excel (or similar) to easily permit the manipulation of data.
(10) The proposed system must preserve existing data and export it to the new system.
(11) Public records in the database system must be readily accessible to the public through the Web.
(12) The system must have the ability to separate and protect confidential information
(13) Recurring reports, forms, summaries, contracts, letters and similar documents that use project data must be able to be easily generated from the system.
(14) Must comply with IT standards established by our County Division of Computer Services for the current operational standards for information technology devices and services established by the Department of Administrative Services.

(1) The design and complete deployment of a Rich Internet Application using AGS REST APIs for a Flex or Silverlight web applications.
(2) Service provider will configure the initial internal development environment on our network allowing our staff to configure, test, and stage its AGS services prior to replicating the services in the hosted, publication environment.
(3) Service provider will secure and initially maintain a hosted environment. This environment will include AGE software maintenance and configuration and any necessary internet deployments of software (e.g. IIS) allowing us to independently manage and deploy its AGS services. The hardware for the hosted environment will be maintained by either the vendor or vendor’s subcontractor.
(4) The vendor will replicate the current design and implement a data storage model within an ArcSDE geodatabase using SQL Server Express to facilitate the GIS data transfer from the our internal network to the external hosted environment.
(5) Service provider should provide a means for secure, 24/7 remote access for all authorized City staff responsible for AGS service administration, update, and service/data management activities from the City.
