[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide payroll systems and services.
- Human Resources Information System should include payroll management, benefits management system, leave management system, recruitment management system, onboarding management system, performance management system, ability for employees to make online personal information changes, simple query abilities, without required knowledge/training. point and click option for report fields, ability to have position control, position (and payroll) budgeting/forecasting, and exporting such reports, option for users/managers to submit requests for address changes, employee separations, department transfers, modified duty assignments, etc. which then flows through workflows and approvals, user self-service open enrollment and employee onboarding, ability to manage leave, open enrollment and midyear changes with the ability to attach supporting documentation in employee self-service/electronic environment.
- Payroll System should include unlimited earnings codes, deduction codes and direct deposits, federal and state payroll tax filings allow for generation of mandatory reports, such as w-2, 1094 (a & b), 1095, 940 and 941 's, ability to automatically total cost of health insurance for block 12 of w-2 based on employee deduction amount and/or percentage contribution, capability for generating upload files for retirement, system which has system-specific monthly and annual reporting requirements, unlimited earnings codes, deduction codes and direct deposits, federal and state payroll tax filings, w-2 printing and reconciliation, electronic w-2 filing to federal and state jurisdiction, allow for generation of mandatory reports, such as w-2, 1094 (a & b), 1095, 940 and 941 's, ability to automatically total cost of health insurance for block 12 of w-2 based on employee deduction amount and/or percentage contribution, capability for generating upload files for retirement system and system which has system-specific monthly and annual reporting requirements.
(2) A pre-proposal conference will be held on February 26, 2019.
(3) All question must be submitted no later than March 5, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location
