[B] Scope of Service:

(1) Vendor needs to provide development and provision web-based case management software to manage data collection and storage, conduct data analysis, and generate reports for the victim assistance unit at the sheriff’s office.
The secure web-based case management tool shall accomplish two goals:
• Allow for electronic data collection and storage of full client records for 6 years from last point of contact, with client demographics retained indefinitely
• Standardize a process for reporting and analysis of electronic data collected
- The Case Management system shall encompass the following:
1. Be a web-based system
2. Provide the ability to securely login from any location with internet access
3. Provide the ability to work off-line when internet access is unavailable and then data is saved once connected to the internet.
4. Provide centralized intake entry, service delivery and scheduling all in one place
5. Data must be secure and backed up regularly
6. Software shall provide user-based multi-level permissions and audit trails to track the security of data.
7. Offer security protocols keeping the victim’s personal communication with the advocate confidential
8. Provide user friendly toll-free telephone tech support and training during regular business hours
9. Automatic system upgrades shall be provided as they become available at no additional cost
10. Data ownership shall be the property of Sheriff’s Office when service agreement ends
11. Ability to have multiple users (no fewer than ten (10)) with separate logins
12. The customizable system must be able to store statistical data, demographics, case notes and documentation on victims served
13. Large storage capacity for multiple years of case files
14. Software shall have built in tools to verify required fields are completed, entered correctly and are not duplicated
15. Ability to create a multi-user scheduling calendar
16. Ability to upload documents, bills, photos, etc. to attach to case file
17. Ability to link multiple files by families, addresses, types of crimes, etc.
18. Ability to access data in real time
19. Ability to access historical data
20. Software shall have the ability to prompt caseworker with a services checklist based upon a selected case type.
21. Ability to generate and revise statistical data reports and compare benchmarks
22. Ability to import and export data as necessary
23. Ability to create and easily adjust forms
24. Compatible with Microsoft Surface Pro with Mi-Fi Connection
(2) All questions must be submitted no later than March 29, 2019.
(3) Contract period will be for three years.
