[B] Scope of Service:

(1) Vendor needs to provide Integrated Payroll and Human Resources Management Solution Work and related services such as implementation, integration, training, development, maintenance, support, phased approach will depend in part on the complexity and potential rework of integrating the new HCM functions with the Payroll/Timekeeping. The Proposer should provide input into the tradeoffs of one implementation approach, currently there are two SaaS-based point solutions in place to support certain areas of functionality, neither of which is integrated, SaaS based recruitment and applicant tracking solution including Payroll, Position Control, Employee/Manager Self Service, Personnel Administration/Employee Relations, Compensation/Salary Administration, Timekeeping/Absence Management, Benefits, Talent Management/Succession, Performance Management, Leave Management, On-Boarding and Reporting, the Payroll module should provide the functionality to generate payment of salaries and wages based on timekeeping and/or data on the employee master file and process earnings, deductions, and taxes as well as provide accurate accounting of the monies provided or paid to employees for work or services performed. The module should track monies paid on benefits, taxes etc. related to each employee and provide accurate General Ledger accounting of pay, benefits and accruals. The Payroll Module must integrate seamlessly with any timekeeping solution and generate an Earnings Distribution to the General Ledger to track labor allocations in user defined distributions, Position Control module must be capable of storing a position as a master record with multiple predefined fields for position attributes as well as user defined attributes for historical, active, and inactive positions. It must be possible to integrate position data with all of the related HRM functionality such as Recruitment, Applicant Tracking, Onboarding, Personnel Administration, Benefits, Payroll, Timekeeping etc. and have the position attributes auto-populate throughout the HRM based on the position number, Timekeeping module should provide tracking of time worked and absences for purposes of payroll processing, labor distribution and costing, and benefit costing for staff divisions and project cost accounting. Absence management functionality should include management of benefit plans such as vacation, sick, FMLA, etc. as well as timekeeping functionality to charge worked time to specific projects, funds, departments etc. as defined by the client.
(2) All question must be submitted no later than April 5, 2019.
(3) The contract term will be for three years.
