[B] Scope of Service:

(1) Vendor needs to provide applicant tracking system to improve the overall efficiency and effectiveness of the recruitment process from requisition to hiring and onboarding by:
- Streamlining the recruitment process including Reducing unnecessary processing time by increasing workflow efficiencies in applicant screening, interview scheduling etc. by automating processes and reducing manual, paper-based steps. Allowing for customization of forms and workflows to support the varying needs of the different collective agreements, policies, and position types across the bargaining units.
- Providing applicants with a positive overall recruitment experience to increase the success of the recruiting efforts
- Increasing the accessibility and ease of use for both internal and external applicants applying by having a system that is both user friendly and also mobile friendly.
- Improving the format of the information and data received from applicants to allow for valid and effective evaluation of applicant’s education, experience and competencies by providing a mechanism for applicants to answer job specific questions regarding qualification and for H/R to objectively score that information.
- Providing easily customizable, real-time reporting and analytical features to H/R to better understand the recruiting function and gain data-driven insight into the process.
- Should have the ability to integrate seamlessly into the District’s and website, including integration with identity and access management solutions.
- Should have the ability to publish content in both official languages simultaneously.
- Should have a comprehensive private web API allowing for custom integrations, including with public customer identity management and access management solutions;
- Should incorporate Adaptive Technology which consists of work-related devices or equipment that allows employees with disabilities to participate as fully as possible in the workplace and include items such as magnification software and hardware, voice recognition software, augmentative communication devices, etc.;
- Should meet the requirements established in the Standard on Web Usability for the Government of Canada.
- Should support multiple browser versions and types;
- Should be mobile friendly to allow individuals to apply from phones, tablets etc.;
- Should have the ability to be branded for both H/R site and Internal and External Applicant sites;
- Should have the ability to connect with and utilize social media sites such as LinkedIn, Facebook, and Twitter and Instagram etc.;
-  Should have the ability to connect with external job board sites for job posting;
- Should have the ability to integrate with Outlook for applicant interview scheduling and for sending invites to external e-mail systems such as Gmail, Outlook etc.
(2) All question must be submitted no later than May 2, 2019.
(3) The contract term will be for five years.
