[B] Scope of Service:

(1) Vendor needs to provide payroll and personnel related replacement software with implementation services.
- Human Capital Management System that include ability to capture time for multiple locations, ability to record bulk time, ability to record different absence types, ability for salaried employees to only enter exception time for pay, ability to create custom time rules, configurable templates or rules to pay for items such as overtime, shift differentials, weekend pay, consecutive days, and premiums based on schedule or day of week, ability to manage compensatory time, configurable absence management capabilities, flexible methods for employees and managers to view and edit
data, including via time clocks, tablet, mobile, and PC, ability for managers to approve or deny employees reported hours and/or payable time, ability for a manager to delegate approval and managing of employee's time and absence, ability for employees, managers, and/or administrators
add/delete/change schedules, ability for non-employees to record and manage time in the system, ability to record time against different project codes, states, locations, configurable user-defined fields in the time card, calculate/process time in real time, ability to record time for employees on leave, severance and configure meal breaks based on an employee's floating schedule.
- Spending Accounts and COBRA that include  accommodate defined contribution flex dollars; allows differing amounts to be available to employee, health plan modelling and plan comparison capabilities, manage HSA account elections and drive election for limited purpose FSA if HSA plan is selected and track COBRA eligibility, notify COBRA vendor and health carrier of COBRA event.
(2) All question must be submitted no later than April 18, 2019.
