[B] Scope of Service:

(1) Vendor needs to provide computer aided dispatch law enforcement records management system.
- The system shall run in the most current Window and shall remain compatible with future upgrades.
- If proposing a system that operates in a cloud environment, specify if it will be on or off premise and if there is an option to install in a hybrid configuration.
- System shall be accessible via a standard web browser if providing a cloud-based system.
- The system is built in a manner to provide the end user access to all modules via multiple devices, computers, tablets and or smartphones web-based components, and components that are optimized to operate over wireless networks.
- The system shall have complete integration in between modules and do away with redundant entry of captured data within the system.
- All application systems shall operate concurrently, the equipment specified shall be able to function in a multi-tasking capability for simultaneous processing of application systems that are required.
- The system shall provide a messaging process that operates throughout all modules in the system.
- The messages shall be able to be saved and be able to be attached to a record.
- The system shall allow the end user to add and rename fields to fit the need of the commission.
- The architecture will allow the system to be scalable to meet the needs of the commission.
- Single entry i.e., no duplicate data entry.
- Transmission of selected data to external sources as defined by the agency.
- Ability to enter and query narrative text fields.
- Ability to access multiple instances of the system from a single system workstation.
- Validation on data entry i.e., logical edits, edit checks for all fields.
- The system shall interface in to the system maintained by the state police.
- The system shall interface with the Motorola astro P25 radio system.
- The system will have basic master indices that correlate and aggregate information in the following areas: people, locations, property, conveyances e.g., vehicles and organizations.
- The system will support the validation and linking of addresses, commonplace names and street intersections.
- Linkages among information contained in the master indices e.g., people to places or person to person shall be included in system.
- The system shall be able to assign case responsibility and task responsibility.
- Case management functions shall include, but not be limited to, capturing and storing investigation date, requesting a warrant, conducting interviews and photo line-ups and producing supplemental reports.
(2) A non-mandatory pre-proposal meeting will be held on April 25, 2019.
(3) All questions must be submitted no later than May 3, 2019.
