[B] Scope of Service:

(1) Vendor needs to provide parking ticket and parking permit processing system including;
• Data entry for all manual parking tickets issued by the City within 48 hours (business) of receipt by vendor with a 98% accuracy rate.
• In addition to the processing of new tickets, must be able to convert and take over processing of master files that make up the existing parking ticket database.  All costs for conversion must be absorbed by the responder.  
• On-line access system shall:
o Allow City of access their databases;
o Allow posting of payments, credits, holds for individual tickets.
o Allow city of obtain pertinent information for each ticket, i.e. / violator’s name & address, mailing notice dates, payment posting dates balance due.
• Must enter all manual tickets on behalf of the City and provide a digital image of ticket to the City via the vendor software and to the ticket recipient via a secure, vendor hosted web portal.  
• Must be able to access violator data base from ticket number, plate number and violators last name.  
• Must be able to input a violator’s name and have all information pertaining to that individual displayed.
• Ability to “mark” and “clear” at the Mass. Registry of Motor Vehicles.
• Ability to clear “marks” several times daily.
• Process all credits to include payments, voids, credit adjustments, etc.
• Provide an internet on-line payment service and phone line payment service for violators with payment options of debit cards, personal checks and credit cards.
• On-line payment service must provide ticket recipients the opportunity to review a copy of the ticket received and pay their tickets full.
• Must provide the ability to reinstate tickets for checks that have been returned.
o When tickets are reinstated, revenue accounting must reflect the reduction.
o System must automatically notify an operator when a violator has previously bounced a check in the past, instructing them to no longer accept payments by check.
(2) Contract period will be for one year.
