[B] Scope of Service:

(1) Vendor needs to provide enterprise resource planning solution and implementation services this will include a commonly agreed upon implementation approach which will encompass defined fixed price deliverables and measurable timelines and costs. GNB is committed to standardizing business practices within GNB and there will be no customization of the commercial solutions, including the Oracle Cloud ERP solution. GNB has successfully procured an Oracle Cloud ERP Software as a Service bundle to meet the business requirements of the Province full list of the software modules for which GNB is licensed. GNB is looking to build a long-term relationship with a partner who can support the implementation and configuration of the Oracle Cloud ERP SaaS.
- Work with GNB to create a progressively refined implementation plan, including fixed price deliverables;
- Provide a proven implementation strategy based on experience;
- Be the subject matter expert in terms of solution and implementation including data migration, systems integration and testing;
- Provide business process expertise in terms of Oracle Cloud ERP capabilities;
- Collaborate with GNB to agree on deliverable-based work packages;
- Incorporate or leverage SNB Technical resources within the implementation plan, where possible, to allow future operational staff to develop hand on experience with the environment that will be deployed;
- Provide experienced and capable resources
- The successful Proponent will be a long-term Implementation Partner of the Province of New Brunswick.
- The goal of the ERP Project is to build and implement, across all parts of GNB a quality ERP solution (GNB ERP Solution) based on this Oracle Cloud ERP Product. This implementation will heavily involve data migration activities and development of interfaces (referred to as “points of integration”) with legacy systems that will stay after the project.
- The solution will also provide the capability for Residential Tenancies, Grants Management, Collections, Document / Image Management, Employee / Supplier / Customer Self-Service, Business Intelligence / Analytics and Reporting capabilities across the three business domains. This solution will be developed over time and will encompass multiple business processes, technology systems, and information that empowers all government employees to make better and more timely decisions.
- The business domains covered by the GNB ERP Solution will require data activities for the solution to be successful. GNB has a large legacy application portfolio that will require integration between these on-premise systems that may or may not be retired. Integration activities will be a massive effort in this project and should not be underestimated. For the systems that will be retired, the migration of data from legacy systems will need to be completed. This involves data analysis, data profiling and data standardization before it is shifted to the new GNB ERP Solution. GNB feels that these data activities are fundamental to the success of the GNB ERP Solution
- Human Resource Management System manages:
- Core Human Resource administration which includes employee data management, salary, skills, competencies and benefits administration,
- Payroll which includes gross and net payroll calculations, processing payroll and payment to employees, financial reconciliation and year-end process including the production of various regulatory reports for the Canada Revenue Agency,
- Workforce Management (Labour scheduling, Time and Attendance, Leave/Absence Management and Task/Activity Management)
- Talent Management (Workforce planning, recruitment and onboarding, performance and compensation management, career development, succession management, competency assessment and learning).
- Financial Resource Management System manages include
- Chart of Accounts,
• Revenue Recording,
• General Ledger and sub-ledgers including but not limited to Inventory, Accounts Payable, Accounts Receivable, Consolidated Entities and Fixed Assets,
• Financial Statement Generation (Year-End),
• Payments and Commitments,
• Expense recording for payroll (active employees and pension payroll), employee expense, operating expenses and employee benefit payments,
• Budget, planning and forecast creation and monitoring,
• Asset Management,
• Inventory Management,
• Grants,
• Collection,
• Residential Tenancy Management, and
• Project Costing
Procurement/Supply Chain Management System manages:
• Procurement (requisition, purchase order, receiving, item management),
• Tendering (solicitation, bid submission, bid evaluation),
• Contract Management,
• Supplier Re
