[B] Scope of Service:

(1) Vendor needs to provide EMS pre-hospital data collection system and services including a software application along with the professional services for the implementation, hosting, maintenance, technical support, and training required for such a solution.
- Pre-hospital data collection system: The ideal pre-hospital data collection system must conform to the following minimum BEMS requirements.
• Commercial-off-the-shelf (COTS) software package utilizing commercial databases.
• Attained “gold” or “silver” compliance rating from the National Emergency Medical Services Information System (NEMSIS) – Technical Advisory Center (TAC).  
• System shall be NEMSIS version 3 compliant.
• Able to serve as a statewide data repository for EMS data.
• Able to be used by an individual service as their patient care reporting system to include the ability of uploading CAD, EKG, and other information from medical devices where automation in data entry exists.
• Web-based (Internet-based) system.
• Hosted solution.
• Able to run on any type of mobile device (laptop, tablet, smartphone, etc.) if an Internet connection is not available and subsequently synchronize data when an Internet connection is available.  
• Customizable for individual services.
• Able to generate and print forms, such as patient care reports (run reports).
• Able to facilitate off-line data entry and printing.
• Able to receive NEMSIS data from other EMS systems via standard data exchanges, such as XML interfaces; it is expected that any Kansas EMS agency that can prepare the proper XML file transfer will be able to upload data to KEMSIS.
• Able to send/replicate data to external data warehouses or other repositories for indexing and reporting purposes.
• Able to generate management reports and flexible as needed queries.
• Security capabilities at system-level, transaction-level, and user-level.
• Compliant with Health Insurance Portability and Accountability Act (HIPAA) requirements.
• Relatively quick and easy to implement and update.
• Must provide up-time of at least 99.95%.
- Regulatory function management system:
• Commercial-off-the-shelf (COTS) software package utilizing commercial databases.
• Web-based (Internet-based) system.
• Hosted solution.
• Able to generate, print, and send electronically forms, certificates, licenses, and permits.
• Able to interface with the pre-hospital data collection system to synchronize data specific to personnel, agencies, vehicles, and agency locations.
• Able to send/replicate data to external data warehouses or other repositories for indexing and reporting purposes.
• Able to generate management reports and flexible as needed queries.
• Customer customizable front-end interface that includes at-a-glance indicators of an applicant’s progress through a specific application process.
• Security capabilities at system-level, transaction-level, and user-level.
• Able to receive and process online payments.
• Compliant with standard online banking practices.
• Up-time of at least 99.99% from 7:00am to 6:00pm (Central Time) Monday through Friday.
• Up-time of at least 99.7% during all other times.
- System to provide hospital access to completed patient care reports:
• Web-based (Internet-based) system.
• Hosted solution.
• Security capabilities at the system-level, transaction-level, and user-level.
• Able to print completed patient care reports.
• Able to link completed patient care reports by incident.
• Able for a hospital to securely provide patient specific outcome data.
• Up-time of at least 99%
- Analytic platform: The ideal system to provide an analytics platform for the information contained within both the pre-hospital data collection system and the regulatory function management system must conform to the following minimum BEMS requirements
• Web-based (Internet-based) system.
• Hosted solution.
• Tiered security capabilities to provide varying levels of access (system; user; and public).
• Ability to report upon any data element contained and/or collected within each system.
(2) All question must be submitted no later than August 16, 2019.
