(1) Vendor needs to provide new integrated law enforcement records management, computer-aided dispatching, mobile computing and field reporting system for law enforcement operations built with modern technology that is easily scalable, highly secure, and capable of being updated in a timely manner with no significant impact to ACSO resources and operations, allow users to create, manage, search, and share various types of records from both mobile and desktop computers in a seamless and user-friendly manner, secured and shared within and between applications in real-time with single sign-on capability allowing users to use a one-time login for access to all applications and interfaced systems for any given user session, easily searchable in a way that enables users to enter search criteria in any manner, including searching individual data fields or combinations thereof, or using partial or full information in one global search field that will return any and all records that encompass the query parameters entered, enable users to build and save custom search queries for re-use at any time, highly user-friendly, requiring minimal fields to be completed, minimal steps to review and approve reports, no redundant data entry, and minimal steps to comply with and submit crime data, enable easy analysis of call-for-service (CFS) data, crime trends, criminal investigative and intelligence information, and employee performance metrics.

- allow users to write and submit reports from the field, receive and manage calls-for-service and user’s status, monitor and utilize a map in real-time that reflects their location, the locations of calls, and of other units/users
- able to save and close a report that is not yet finished and seamlessly continue writing that report at a later time and at another location without having to take additional interim steps including uploading or searching.
- automatically pre-populate data into reports including time, date, location, names, vehicles and case numbers, as described herein.  If the pre-populated data is already in the system, any changes to the data made by the user should update the respective master record while retaining the record’s historical data as well
- allow users to search, retrieve, and share records, attach digital files to reports, produce crime statistics and employee performance metrics, map records.
(2) A bidder conference will be held on September 24, 2019.
(3) All questions must be submitted in writing no later than October 2, 2019.
