[B] Scope of Service:

(1) Vendor needs to provide development and implementation of a branding initiative service including research, message development and strategic branding implementation.
- 25 departments and agencies and approximately 1,700 employees which provide both mandated and non-mandated services including public safety, judicial, health and welfare, and parks and community services. These departments are supported by the Administrative Services division, which is comprised of Fiscal Services, Information Technology, Human Resources, Facilities Management, and the County Administrator's Office.
(A) Research and Foundation: - This task encompasses the initial research necessary to define target audiences, identify what value the County offers to the targeted audiences, develop a brand positioning statement, and test recommended brand concepts as appropriate.

• Research summary, if applicable
• Brand positioning statement
(B) Branding and Message Development: - The selected Respondent will create the expression of brand and visual elements that will effectively communicate the County’s identity to target audiences. Consistency is important, but flexibility that allows use by the wide variety of departments, programs and services that make up the County is also imperative. Visual elements will include recommended logo, color, fonts, graphic style and elements that are adaptable for use across a variety of media applications, including the County website.
- Deliverables:
• Style guide with visual and graphic standards, including new logo
• Templates for common needs such as letterhead, web page layout, report covers, brochures, PowerPoint presentations, etc.
(C) Strategic Brand Implementation: - This task will define the activities designed to effectively establish the County’s new brand identity to the target audiences as well as identify ongoing strategies for communicating, maintaining and enhancing the brand’s value over the first three years following introduction. These strategies should prioritize both short and long‐term strategies and tactics, including a timeline and budget; employ a variety of communication tools; continue to tell the “Kent County story;” and recommend methods for tracking results and measuring success with stakeholders.

• Tracking & Measurement Recommendations.
(2) A pre-submission conference will be held on October 4, 2019.
(3) All question must be submitted no later than October 11, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
