[B] Scope of Service:

(1) Vendor needs to provide asset, operations and project management system and implementation services to provide the experience and organizational understanding required for its related configuration, training and implementation services,
- To provide a complete Asset, Operations and Capital Project/Program Management Solution that will enhance overall efficiency, effectiveness and productivity to help the County meet performance goals, make data-driven decisions and better serve the public,
- To host a SQL-based system, deploy on-premise and manage system maintenance, integration with the County’s ESRI ArcGIS Online (AGOL) Enterprise platform, licensing and user permissions, common configuration tasks and reporting functions with County staff resources,
- to invest in a comprehensive location-based technology solution to more efficiently plan, manage and monitor its road asset and flood control asset maintenance operations and capital improvement programs,
- Asset Management Systems (AMS) and Operations Management Systems (OMS) strategies are intended to preserve and extend the service life of assets by systematically intervening at strategic points in an asset’s normal life cycle,
- Typical strategies include preventive maintenance scheduling and the tracking of asset health information, inspection and work history to identify cost saving and efficiency opportunities,
- The role of Geographical Information Systems (GIS) is to allow for the consumption of spatial attribute information about assets to visualize assets and work in context with each other and support the analysis of resource allocation scenarios, routing for proximity efficiencies and using spatial correlation to improve work and activity planning outcomes,
- Pairing GIS with AMS/OMS compounds the power of both systems and will allow the organization to derive timely actionable insights and leverage data-driven decision making,
- Possess a solid customer base of local and county agencies using the Vendor’s software to manage transportation and/or flood control assets and associated preventive maintenance, service requests and operations tasks,
- Demonstrate reporting capabilities to support Capital Project/Program Management objectives,
- Provide solutions for user-friendly mobile technology for field crews working with limited connectivity,
- Work Management Solution should provide the organization with the ability to:
- Create and complete work associated to both assets and non-assets,
- Easily create, assign, prioritize, and complete work activities,
- Generate auto-notifications via email related to assigned and completed work,
- Asset Management Solution should provide the organization with the ability to:
- Create an modify asset inventories and track asset attributes in ArcGIS Online geodatabase,
- Associate multiple asset types to single master assets such as road segment and/or flood facility,
- Assign performance curves to track asset condition, criticality, and useful life,
- Capital Project and Program Management options should allow project/program managers to:
- Create and modify work order/project with work plans and activities through built in forms and templates,
- View roll-up of work order activities for project/program level cost and progress tracking,
- Track and report on budget projected versus actual expended by up to 100 funding sources defined in the cost accounting and management system,
- Construction Project Management - In consultation with expert public works staff, align the system with a Construction Project Management System intended to support the documentation and reporting of construction project/contract milestones, etc.
(2) All questions must be submitted no later than October 18, 2019.
