[B] Scope of Service:

(1) Vendor needs to provide integrated library system.
- The system proposed must be a cloud-hosted solution, including full system management services, ongoing upgrades and support for both the application and operating system software and any required database management software and necessary utilities.
- The system must be fully self-contained and capable of being operated by Library staff with no dependency on vendor for routine daily operation.
- The system must permit, but must not require, distribution across multiple servers, specifically to an application server, a database server, and/or a web server.
- All system clients must support platform independence for staff and Discovery and OPAC functions. All modules must be capable of running on current versions of Windows, Linux and Mac OS workstations.
- The system must support SQL Server RDBMS Direct SQL access to the database should be provided with documentation or structured database views to facilitate access
- Full-text indexing and a full-text database search feature must be available to provide easy retrieval of records.
- The system must allow staff to cut, copy, and paste both from within modules as well as from external sources.
- The system must include a web-based staff administrative interface which provides centralized access to all cloud-based staff applications.
- Server Requirements. Vendor must describe server platforms that will be used with the proposed hosted system.
- Staff Client Requirements. Vendor must provide minimum and recommended requirements for staff PC workstations, including recommended operating systems and web browsers and versions.
- The system must be UNICODE compliant.
- The system must support the following formats for bibliographic data: MARC21, UNIMARC, COSATI/CENDI AND DUBLIN CORE
- The system must support the NCIP protocol.
- The system must support the SIP2 protocol
- The system must support both 10- and 13-digit ISBNS.
- The system must provide security at database, workstation, and individual operator levels. Describe.
- The Library must be able to create individual user accounts for all staff, with unique permissions per staff person.
- The system must allow staff to log in only once to use any module they have permissions to access.
- Vendor must have national institute of standards and technology special publication 800-53 accreditation, ISO 27001, or equivalent for all SaaS services and hosted products.
- Does the facility have access restrictions, security guards, controlled access, etc. describe the physical security.
- Migration must include, to the extent such files are presently in use by the Library: bibliographic records (titles), items / copies, authority records, circulation transactions (charges, bills, holds), patron records including inactive patron records, acquisitions (vendor, orders, funds), serials (control, check-in, chronology)
- Vendor must perform a test migration, allowing the Library to review and approve data, before performing the final migration.
- Vendor must provide training for all modules purchased. Describe proposed training.
- Vendor must include alternate methods of training, including but not limited to self-paced web-based training and vendor-hosted distance training via the web.
- Documentation updates for all appropriate manuals must be provided on a regular basis as additional capabilities, enhancements, or improvements are made to the system.
- Vendor must provide a software maintenance program to include all future software updates and system enhancements applicable to system modules licensed.
- Emergency assistance must be available 24 hours a day, seven days a week, at no additional cost to the Library.
- The Library should be able to search requests and resolutions on the Vendor’s support site.
- The system must offer a full-text database that allows records for any type of material in any format to be created, migrated, searched and displayed, modified, exported, and deleted.
- The Bibliographic Control/Cataloging module must provide tools that streamline the process of: Adding a brief title record, Editing existing titles, Duplicating an existing title, Removing title, call number and volume or copies
- When creating a title, authorized staff must be able to create a template including but not limited to:
Suppress the record display from the Web OPAC, Item type (to prevent repetitive data entry), Item price, Statistical categories
- In the transferring title, call number/volume, and/or copies process, authorized staff must be able to:
Transfer all copies to an existing call number, transfer only selected copies, transfer all volumes, Transfer only selected volumes
- The Bibliographic Control/Cataloging modul
