[B] Scope of Service:

(1) Vendor needs to provide end point installation services include unit, system, integration, performance or stress and user acceptance testing. As part of the Pilot, SAWS will procure the capabilities of an End Point Installation (EPI) vendor to install its Work Order Management System (WOMS) to support installation of the Pilot AMI communications modules and the water meters selected by SAWS. SAWS may deploy meters and modules for the Pilot, but is requesting proposals from the EPI Vendor to also perform these services. The EPI Vendor will continue its work into FSWD by mobilizing its workforce to complete AMI communications module and meter installation across SAWS service area.
- As detailed planning progresses, SAWS will provide additional levels of detail that define the scope and entry and exit criteria of these phases. The AMI system itself will include a number of components and services, depending on the metering option selected, possibly including: procurement and installation of new mechanical or static meters; and installation of AMI communications modules on new mechanical and/or static meters, and retrofit of some existing mechanical meters. Vendor that the design, installation, testing and commissioning of the entire AMI and MDMS Solution meet or exceed the requirements of the AMI System as defined in the respective Solution and Services Functional & Technical Specifications for AMI, MDMS and End Point Services. These capabilities will allow SAWS to meet or exceed the benefits it has defined as part of its business case.
- The selected End Point Installation (EPI) vendor shall provide and/or perform:
1. Work Order Management System: The EPI vendor shall provide and manage its for use for all AMI communications module and meter installation services regardless of whether such work will be performed by vendor’s personnel or SAWS personnel. The EPI vendor’s WOMS shall be provided for both the Pilot and FSWD phases.
2. Integration Services: The EPI vendor shall support integration between its system and the SAWS enterprise systems, and between its system and both AMI Vendor systems selected for the Pilot as depicted in Appendix 1 - SAWS IT Solution Architecture.
3. Installation Support: The EPI vendor shall provide the field personnel, vehicles, tools, Personal Protective Equipment, crew facilities, training, and supervision in support of its installation and repair services for FSWD. SAWS may provide installation support for the Pilot, and is requesting an option for the EPI Vendor to provide installation support for the Pilot.
4. Installation Services: The EPI vendor shall perform installation of assigned AMI communications modules and water meters, currently all meters sized 2” and below, for FSWD. SAWS may provide installation services for all meters for the Pilot, but is also requesting an option for the EPI Vendor to provide installation services for all meters sized 2” and below for the Pilot. SAWS May provide installation services for meters sized 3” and above for FSWD, but is also seeking bids from the Vendors to provide such installation services for meters sized 3” and above for FSWD.
5. Additional Repair and Installation Services: The EPI vendor shall replace existing undersized or damaged meter boxes. The EPI vendor shall replace curb stop valves as necessary, and install yokes as required. EPI services include re-setting or re-levelling of meter boxes, and customer service line repairs associated with the performance of the EPI vendor’s work.
6. Warehouse and Logistics: The EPI vendor shall provide the necessary logistics support, warehouse and cross dock facilities for all installation activities, whether performed by vendor’s personnel or SAWS personnel, for FSWD. EPI logistics support shall include
inventory management and materials storage, scrapping and management. SAWS will provide warehouse and logistics support for the Pilot.
7. Call Center: The EPI vendor shall provide call center services for scheduling of work, and fielding of customer calls related to all installation and repair work, whether performed by vendor’s personnel or SAWS personnel. EPI vendor call center services shall be provided
for both the Pilot and FSWD phases.
8. Project Management and Professional Services: The EPI vendor shall provide all the project management and professional services necessary to mobilize and manage all aspects of the EPI vendor’s scope of work and services described in this RFCSP. The EPI vendor shall provide project management and professional services for the Pilot and FSWD phases.
9. EPI Services Functional and Technical Specifications: Please refer to EPI services functional and technical specifications, for the detailed EPI services requirements. Offeror Rev. 8.29.19 SIR-6 is required to respond to this Excel workbook and
