[B] Scope of Service:

(1) Vendor needs to provide strategic real estate analysis consultant services for the redevelopment of the operations centre include commercial and residential uses. The consultant will be required to work within the existing planning frameworks and guidelines reflecting the district’s official community plan. The consultant will deliver a strategic real estate analysis report.
(2) Project Goals:
.1. Staff document end goal: A business case or feasibility analysis for the redevelopment of the Saanich Operations Centre located at 1040 McKenzie Ave shall be made available for presentation and review with Council by first quarter 2021. A recommended option and scenario will assist Council in the decision-making process of how best to consider capital investment. Included in the recommended option will be a concept plan for the excess lands on the site and the strategies of realizing the opportunities that are likely to involve re-zoning. The step by step process of how the District can proceed on the excess lands will identify potential stakeholders and outcomes with a view to maximizing the value of these properties while at the same time supporting the Saanich Operations Centre.
.2. Strategic Real Estate Analysis goal: Written analysis shall include but not be limited to market and financial capacity analysis, highest and best use studies, impact assessment and lease vs sell analysis. The final document, concluded in tandem with design consultant activities, shall reflect planning that dovetails with the recommended feasibility study plan for the Saanich Operations Centre. In addition to a clear narrative, the consultant is expected to provide graphic materials demarcating the site both horizontally and vertically for best locations and extents of other uses. The recommended configurations shall reflect conformance to the OCP.
.3. Saanich Operations Centre Feasibility Study goal: The agreed recommended option shall demonstrate efficiencies and operational improvements over the current facility. With the final goal being maintaining (at least) and improvement of existing service delivery levels, the proposed design shall look ahead 80 years for the building life cycle as well as the accommodation of growth and operational change. The study goal is to demonstrate and illustrate that the redevelopment project is feasible, considering the limited and challenging vehicle access, parking and storage demands, the existing operations which must not be impacted during construction and most importantly, the financial requirements that impact District financial capacity, financial sustainability and risk.
(3) All questions must be submitted no later than January 21, 2020.
