[B] Scope of Service:

(1) Vendor needs to provide broadband feasibility and gap analysis tool develops strategies and plans promoting deployment of broadband infrastructure.
- The BOARD develops and implements the PROGRAM to promote the expansion of access to broadband service in unserved areas of the state. The legislation defines unserved as user end speeds less than 25 Mbps download/3 Mbps upload.
- Feasibility Planning Requirement: -
• A Broadband project spreadsheet which shows various design options, costs, and revenue streams
• Available fiber and backhaul resources
• At least two interactive design maps of the lowest cost and recommended best option
• Recommendations for moving forward to pre-construction and/or shovel-ready construction
• Grant analyses for completing potential state, federal, and private grant opportunities
• Raw data for all critical inputs to our design software
• Municipal finance, loan, and grant analysis with built in "what if" analysis
- Mapping: - The system must support crowd source data collection and mapping based on address, partial address, pin map, or grid input either performed by the end user or the installing Internet Service Provider (ISP) technician.
- Automated Grant Pre-Screening: - Software has the ability to provide consistent and uniform automation support for pre-screening grant applications. Every grant application requires fundamental data and cost information, which can be directly input into Broadband Feasibility and Gap Analysis Tool resulting in a model of project viability, as well as proposal cost viability. Given specific scoring criteria from the State, the Feasibility and Gap Analysis tool should be capable of rapidly screening some or all broadband grant applications and score them in terms of feasibility and cost. These criteria are objective, uniform, and are free of judgment. If the State chooses this option, we would work with the State to determine required grant criteria that can be accessed via our automation, State scoring criteria to be addressed by the review process, and the formal review format to be presented for each evaluated proposal.
(2) All question must be submitted no later than January 17, 2020.
