[B] Scope of Service:

(1) Vendor needs to provide strategic investment planning services.
• Identify and prioritize recommendations to address improving or maintaining on-time performance for the entire system and maximizing route efficiencies. Recommendations should look beyond just run cutting and deadheading.
• Identify a clear process for making timepoint and run-time changes.
• Use input from Operators to identify problem areas and weigh in on recommendations.
• Increased on-time performance so Mountain Line is and continues to be a reliable service in the community.
• Develop a list of prioritized capital projects which tie directly into the Capital Improvement Plan (CIP).
• Identify an annual process to update the CIP and that flows smoothly into STIP/TIP and financial plan.
• Make recommendations that are tied into a fiscally sustainable financial plan.
- Operations Analysis • Evaluate the current system by analyzing minimum and maximum speeds, travel time reliability, and variability along corridors to understand how this relates to frequency, service hours, cycle times, and therefore budget to operate each route. • Obtain Operator feedback on routes to identify trouble spots, challenges, and stressors. • Analyze future land use changes and how this is predicted to further affect cycle time, reliability, frequency. • Analyze operational efficiencies including Operator breaks, route assignment and scheduling opportunities, route modifications, fare collection strategies, all door boarding, interlining, and capital improvements. • Review and incorporate operation impacts identified in the Mountain Line Zero Emissions Bus Transitions Plan (ZEB Plan), available in July. • Analyze existing dwell time data related to fare collection including: o Data collected from the Fare Strategies Study, o Conducting an analysis of the Fare Free Demonstration in summer of 2020, and o Analyzing how fare collection strategies can reduce dwell time and what the impacts of changes would be to frequency and cycle time of each route operations. o Synthesize the actual cost of counting, marketing, and developing fare from existing data. Include the cost of fare boxes, technology costs, and staff time to count and retrieve the fares, marketing and selling fare, and developing fare media.
- Financial Planning • Review and make recommendations on Mountain Line’s financial planning process. o Review the current financial planning process and identify if there are other models, processes, and/or format to streamline the process. o o Clearly tie the CIP to the Financial Plan. Ensure capital programs are planned and prioritized based on funding, with a focus on ongoing operations and maintenance as well as implementation. o Include and identify an annual process for updating the financial plan based on the capital plan. • For each item in the SIP, identify innovative type/style and funding approach to best achieve the recommendation. This can include but not limited to other grants and other financing mechanisms, such as TIFIA and bonds sold by City of Flagstaff. • Create a methodology to calculate cost per hour for different types of services and policy when to use which type of costing model (i.e. service hours only, miles, or a combination. Identify when do we use the full burden rate versus other methods) • Assess and recommend improvements to existing Mountain Line member funding and budgeting structure. Identify what financial role our partner agencies play in implementing transit services. Identify how Mountain Line can diversify funding, so transit service is not solely based on sales tax.
