[B] Scope of Service:

(1) Vendor needs to provide managed file transfer and file transfer protocol software.
• Administration of features and functions of the software must be accessible via a centralized web based portal; accessible via the https protocol.
• End users must be able to retrieve and submit files using a standard web browser.
• Logon to the portal should support SAML 2.0 and active directory authentication with a centralized security model.
• The Solution must function as the file transfers’ hub. File exchanges must be validated via the central hub, and external file exchanges are expected to pass through the central hub.
• The central file hub must be able to function as both an FTP server and an FTP client.
• For system access, the hub and portal must support a SAML 2.0 logon and integration with an active directory.
• Protocol support for the central file hub must include
o FTP/TLS (1.2 or above)
• The solution should support a single centralized management of administrative, end user, and IT server account credentials.
• The solution must support authorization at the user-group, role, and folder levels.
• The solution should provide workflow capabilities such that file transfers may initiate other tasks or be initiated by other tasks.
• The solution must support the transfer of data by API.
• The software Solution must expose file transfer operations and workflows to internal and external applications through easy-to-consume APIs.
• The solution must provide pre-built APIs for integration with existing applications and security frameworks.
• The solution must be service oriented, allowing file transfers to be triggered, managed and queried as a service.
(2) All questions must be submitted no later than May 28, 2020.
(3) Contract term will be three years.
