[B] Scope of Service:

(1) Vendor needs to provide human capital management (HCM) software, support and implementation services software as a service (SaaS) to replace the existing Human Resources (HR) and Payroll applications
- provide all software and services necessary to implement the proposed HCM solution and should consolidate information, link business processes and functions, and eliminate separate departmental systems in favor of a single "enterprise" system that connects the County's financial and non-financial applications through a common application,
- The solution should include a user-friendly interface and embedded processes designed to tie functions together seamlessly. The new HCM application should reduce costs and improve efficiencies through reduced infrastructure and a more configurable design,
- Full integration with SAP for the following modules General Ledger, Accounts Payable, Grants/Projects, and Budgeting,
- Human Resource modules and/or capabilities including Position Control, Benefits Administration, Benefit Analytics, Leave Management, Applicant Tracking, Recruitment, Onboarding/Offboarding, Performance Evaluations, Workforce Planning, Workforce Analytics, Workforce Surveys, Social Media Tools, Real-time data analytics/reporting, Charts/Graphs, Multilingual Capabilities, Compensation, Compensation Structure, Classification, Classification Structure, Compliance, Succession Planning, Training, Talent Analytics, Employee Records, Employee Engagement, Labor Relations, Positive Correction Action and Employee/Manager Self-Service,
- Payroll management
- Automated workflow capabilities
- The ability to create Ad hoc reports.
- A solution that delivers industry best practices and processes embedded in the software
- Executive information system (i.e. operational overview, business analysis, dashboard, etc.).
(2) A Mandatory Pre-proposal Meeting will be held on January 20, 2021
(3) All the questions must be submitted no later than February 9, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
