[B] Scope of Service:

(1) Vendor needs to provide online homework and tutoring service and system in various subjects and grade levels (k-12) that support the education standards and school curriculum, and also offer live help that supports college-level and learning.
- Contractor shall be available in the library or off-site, using a system compatible with various Windows, Apple, Android and iOS environments. The availability of apps for mobile devices (Android, iOS, etc.) is preferred, but not required.
- Contractors system must be able to distinguish and support both in-library and remote access.
- Contractors system must operate at a high level of security using appropriate encryptions, data integrity checks, and strong authentication to protect customer transcripts, names, etc.
- Contractor shall be available in English and Spanish, with an option to add other languages at a future date.
- Contractor shall be available at all grade levels and for adults.
- Contractor shall be available for a wide variety of academic subjects, as well as test preparation and skills review. In addition, software should include preparation sources for the citizenship tests.
- Contractor shall be able to provide assistance with writing review for essays, term papers, resumes, cover letters, etc.
- Contractor services shall be tailored specifically for each age and grade levels.
- Contractor shall have tutors work with only one student at a time and no set time limit on length of sessions.
- Contractors shall provide materials such as white board for drawing and text, for ease of communications between students and tutors.
- Contractor shall prepare provisions for students to save sessions for later review.
- Contractors shall ensure that tutors who are licensed teachers and have completed background and criminal checks, undergone training and certification, and are regularly supervised.
- Contractor shall have available tutors in the afternoon and evening hours, until at least 10:00 p.m., Monday thru Sunday.
- Contractor shall have on-demand availability of tutors with wait times not to exceed 5 minutes.
- Contractors must perform preventative maintenance of software during time that minimize interruption of service to clients.
- Contractors must communicate scheduled downtimes to the library at least one week in advance.
- Contractors must provide software that is intuitive and easy to use by library customers and county staff with no prior training.
- Contractor must provide, and assist with detailed implementation and setup documentation making the service available through website.
- Contractor must provide client support and troubleshooting assistance will be provided to the library.
(2) All questions must be submitted no later than March 11, 2021.
(3) A networking and bidders conference will be held on March 10, 2021.
(4) Contract term will be three years.
