[B] Scope of Service:

(1) Vendor needs to provide cloud-based human capital management technology platform.
• Automate new hire notifications and workflows for onboarding tasks and compliance support (i.e., I-9, handbook and policy acknowledgements, agreements, etc.) for employees.
• Incorporate an onboarding checklist for the new hire and HR that provides automated notification for onboarding activities needing action and confirmation when the respective owners have completed each activity.
• In order to support the new hire process, there needs to be a menu of easily customizable onboarding checklists to support the various departmental needs.
• Integrate enrollment activities such as benefit enrollment, payroll setup (W-4, direct deposit, etc.).
• Support for workflows to notify IT, property maintenance, etc… of activities that require deployment or release of technology (computer, phone, etc.) and building access requirements.
• Accurately capture electronic policy acknowledgement and agreements to enhance the quality and simplify ongoing compliance reporting.
• Perform all of the existing automated tasks noted above and automate what can be in the new system.
• Integrate easily with the various functions and systems that are selected to support them.
• Provide a “single source of truth” for all employee information and related business processes.
• Streamline processes and eliminate manual checklists into electronic or workflow formats.
• Provide employee and manager self-service functionality, including updating employee indicative data (e.g., address, emergency contact and marital status).
• Create workflows based on job and salary changes that notify appropriate management and other involved parties based on user-defined approvals.
• Send alerts or notifications if time was entered incorrectly based on if schedule or rules were provided.
• Provide access for employees to view accrual balances during timecard entry and deny entry if hours are exceeded. (i.e., sick, vacation, leave).
• Provide capability of assigning a proxy to aid managers with backup support to edit or approve time while out on leave.
• Support managers or supervisors to view timesheet details for current and previous periods, as well as complete attendance history for all employee groups, especially for those employees transferring to new managers.
• Allow employees to enter timesheet data and submit for approval via computer and web and mobile. Mobile access would be for a defined group of employees (or the broad group with proper restrictions as follows).
• Perform all of the automated current state elements plus.
• Easy to use reporting tool that can pull all payroll details and general ledger amounts, by employee or department for a specific date.
• Automatic transfer of employee data from the HR function so that the data does not have to be rekeyed into payroll.
• Process payroll utilizing a consistent rule-based business and auditing process.
• Perform gross to net payroll calculations.
• Provide an online, centralized, eligibility and enrollment system to support new hire enrollment, in all products, and benefits communications for employees.
• Capability support different enrollment experiences based on eligibility groups, plan rules, rate calculations and benefit plans.
• Capability to display eligibility group specific communication and resource materials.
• Support an online, centralized, eligibility and enrollment system to support open enrollment and benefit communications for employees, including those on leave.
• Capability support different enrollment experiences based on eligibility groups, plan rules, rate calculations and benefit plans.
• Support for an online, centralized, eligibility and enrollment system to support life events and benefit communications for employees.
• Support the capability for employees to print confirmation statements at the completion of their enrollment.
