[B] Scope of Service:

(1) Vendor needs to provide development of a human resource future state model
- This Employee Information System (EIS) is integrated with training and an organizational chart system for position management
- The Job Evaluation system is managed by Human Resources to ensure compliance with pay equity and maintain internal equity, Human Resources, though the Disability Management Specialist tracks and supports an average of 380 occupational injury claims per year and manages approximately 250 returns to the workplace. Disability Management also manages/reports on attendance management for non-occupational illness and injuries which have averaged in excess of 120 hours per person,
- Presentation of Initial Findings and Gap Analysis:
- Review the employee satisfaction survey to identify concerns/issues related to Human Resources.
- The gathering of three years data on key workload metrics specific to HR departments to support any recommendations put forward by the successful proponent.
- The review and evaluation of current HR unit job descriptions, reporting lines and organizational structure and how it is aligned to distribution of tasks and workload.
- Interviews with all members of the Human Resources Unit and chain of command.
- Interviews with 6 stakeholders to be identified. Any need for additional interviews may be discussed.
- Identify gaps to current state in comparison to industry standards for a similar size organization
- Evaluation of Design Alternatives:
- Collective agreement language
- HRIS system must remain
- Address gaps identified by the employee satisfaction survey
- Align with the Service’s mission, values and strategic plan
- All legislative laws and regulations
- Includes a measurable quantitative indicator to be used to evaluate the alternative options success. This indicator will be used by the Service to compare against a baseline reading to a measurement taken one year following the adoption of the alternative model.
(2) All the questions must be submitted no later than February 2, 2022.
