[B] Scope of Service:

(1) Vendor needs to provide security credential management systemin the form of software as a service (SaaS).
- Provide a critical path method (CPM) schedule of project deliverables and milestones representative of the key work breakdown.
- Develop transition strategy with existing SCMS vendor. At a minimum, the plan shall address stakeholder communications, roles and responsibilities.
- Develop data migration plan
- Develop strategies for testing of new SCMS with existing system available in parallel or hot-standby
- Develop final transition activities and requirements for final shutdown of existing.
- Communications matrix and responsibilities chart with designated project manager, Project Engineer, escalation process and contact information.
- System architecture narrative.
- System architecture diagram indicating all elements of SCMS. Include Communications flows and media type.
- Chronological process for device certification, enrolment, bootstrapping, initial certificate download, and integration into the live system.
- Process(es) for certificate top off for RSUs and FDOT owned OBUs, including both DSRCand C-V2X devices
- Requirements for DCMs, (system, hardware, software and security). Will DCMs be provided by SCMS manager.
- Misbehaviour detection and certificate revocation.
- Process for reenrolment of revoked or malfunctioning devices after restoration of functionality.
- Narrative on feasibility and proposed process of transition to a National SCMS when available.
- Provide online system status dashboard
- Dashboard shall be customizable at a user level.
(2) All question must be submitted no later than January 26, 2022.
