[B] Scope of Service:
Vendor needs to provide advanced metering infrastructure (AMI) system that enables two-way communication over a fixed network between the utility system and the meeting endpoints.
- Project implementation should include upgrades to the town’s water customers with meters with a fully functional and scalable AMI water meter system.
• System must be capable of providing individual account reports, leak detection, tamper alarms, burst alarms, and reverse flow alarms.
• Ability to view specific meter information.
• Real-time on demand readings for water meters with minimal latency.
• Have the ability to successfully install or manage the installation of the meter system from the existing dual meter system to a single meter system per property.
• Must be compatible with the town’s billing software which is FMS - Southern Software.
• Provide training for staff to successfully implement the system.
- The AMI software shall provide the ability to process hourly time-stamped meter reading taken from all water meters and verify the percentage of reads received for particular areas and selected meter routes.
- The AMI software must be able to search for records matching specified information, such as meter number, customer address, metering route, etc.
- The AMI software must provide the following data to the utility on a daily basis for monthly billing applications:
• Hourly time-stamped meter reading taken from all water meters for monthly billing purposes
• Hourly usage and consumption readings for resolution of customer billing disputes and improved customer service
• Alarm data received (Leak, reverse flow, broken pipe, non-read, non-numeric read) for identification of customer site problems
- The AMI software must be able to support demand read capability to the collector or meter.
- The AMI software must list meters that are currently vacant but have reported consumption since the cut-off date.
- The AMI Software must provide standard reporting to include the following information at a minimum:
• List with all meters and associated readings
• List with all billing meters and associated readings
• Meters failing validation report
• Zero consumption report
• Continuous consumption report
• Vacant consumption report, to support soft shut-off and vacant building issues.
• Meters with estimated intervals report
• High water usage report
• Reverse flow event report
• Leak events report
- The AMI Software must have the ability to alert appropriate personnel of certain triggered alarms. Alerts shall be sent by text message and email, or application notifications.
