Vendor needs to provide flexible payment solutions.
- To obtain information on “off-the-shelf” systems and services that would enable a city vendor to offer department of finance customers (e.g. any entity that pays the city for fees, taxes or other charges) with outstanding liabilities on-demand, interest-free, pay-over-time instalment programs1 that integrate with department of finance’s existing online payment websites and off-line access points and back-end financial systems
- These flexible payment solutions (“fps”)2 would pay the customer’s debt to department of finance in full and would result in a contract between the customer and the vendor for the customer to pay the debt over a defined period
- The citywide payment services and standards division of department of finance is responsible for providing payment services for several dozen city agencies through web, app, mail and in-person channels, though most of our payments are made online
- Able to pay a receivable stored in the department of finance’s citywide payment receivable repository database
- Able to pay for certain “retail” items that are identified by the end user and not necessarily stored in the citywide payment receivable repository
- The solution must meet payment-industry standards for security.
