[B] Scope of Service:

(1) Vendor needs to provide enterprise resources planning system, business applications and implementation services to improve organizational productivity by increasing efficiency in transaction processing and promoting collaboration across business units.
- system is to consolidate information, link business processes, and functions, and eliminate separate departmental systems in favor of a single "enterprise" system that connects the City's financial and non-financial applications through a common database, user friendly interface, and embedded processes designed to tie functions together seamlessly
- Eliminates the need for redundant data entry
- Ability to run custom reports for financial information
- Ability to forecast budget within the system and run budget scenarios  
- Improve and/or provide necessary reports and reporting capabilities, analytics, and access to data through inquiry or drill-down capabilities
- system has the ability to import and export data with web services formats.
- system has the ability to access data files at the same time without collision or file/record/field locking problems.
- system has the ability to allow sub-second screen response time for all applications.
- system has the ability to allow the System Administrator to add and change permissions for system access.
- system has the ability to allow the audit trail to have a date/time stamp to the nearest second.  
- system has the ability to provide functional online help documentation for system end users.
- system has the ability to provide administrator configurable error messages.
- system has the ability to attach files to records in the system.
- system has the ability to provide integrated content management functionality across all system modules.
- ability to allow month end closings to occur in a new fiscal year without having to close the previous fiscal year, including producing all month end financial statements.
- ability to only carry forward active accounts, even if they have zero balances.
- ability to display user defined reasons for rejecting general ledger transactions.
- ability to provide "what if" scenario projections for the budget.
- ability to allow analysis of current year budget by providing reports that indicate budget-to-actual encumbrances.
- ability to query for specific words in budget line items.
- ability to copy recurring purchase orders from a previous fiscal year without re-keying all the detail.
- ability to allow an unlimited description on purchase order.
- ability to allow delivery information to be entered by requisitioners and shown on the purchase order.
- ability to generate purchasing activity reports.
