[B] Scope of Service:

(1) Vendor needs to provide BabyNet integrated early intervention case management system to support case management, claiming, remittance, and reporting of the individuals with disabilities education act (IDEA) part C program, also known as BabyNet services; interfacing at the data layer with other components of the Medicaid enterprise and other applications as needed and supporting work.
• Receive and store BabyNet referrals from parents and professionals.
• Track workflow of referral receipt and processing.
• Receive and display both Medicaid-eligible and IDEA part c-only (PCAT 89) children daily for case management from benefit eligibility determination system.
• Receive and display child membership in a Medicaid managed care organization (MCO) plan and include plan eligibility time spans.
• Generate and maintain an individualized family service plan (IFSP) for each child receiving BabyNet services.
• Receive private insurance (also called other health insurance [OHI]) information from third-party liability (TPL) system and display relevant information in the case management system.
• Manage primary and secondary payor information for each child, which may include other health insurance [OHI], Medicaid, Medicare, and Part C.
• Capture information about individual providers, Medicaid eligibility status, and services rendered as part of the approved individualized family service plan (IFSP).
• Generate and distribute daily a claiming file for services rendered to claims adjudication system, the Medicaid management information system (MMIS).
• Receive a remittance file daily from MMIS and display relevant payment information in the case management system.
• Enable authorized case management system users to edit claim records that have already been adjudicated in MMIS.
• Enable authorized case management system users to void and replace records for claims to adjust previous claims transactions.
• Establish and maintain traceability of each Claim from the IFSP through an electronic claim status received from agency for auditing and compliance purposes.
• Provide mandated operational and federal compliance reports.
• Deliver daily extracts of the case management system database to for analysis.
• Record and save developmental and autism screening results.
• Allow the intake and ongoing service coordinators to authorize certain services, such as, service coordination, evaluations, assessments, IFSP team meetings, transportation, and interpreting prior to the initial IFSP.
• Allow CRT and intake coordinators to upload and store electronic documents related to child’s intake and orientation. Document types to include: .doc, .docx, .jpeg, .jpg, .pdf, .png. File sizes must not exceed 4 MB per file.
(2) All questions must be submitted no later than February 17, 2023.
(3) A pre-proposal conference will be held on February 9, 2023.
(4) Contract term will be three years.
