[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide workday finance software implementation to lead efforts to configure this system to meet functional needs, convert data from legacy systems, integrate into the broader ecosystem, and lead testing and training of this new system.
- Functionality to capture invoices and track payments due to vendors, contractors and other third parties. The city processes approximately 15,000 payments/year (check and EFT).
- Tracking of payments due to the city, generating billing for customers, producing AR aging reports, accepting payments through an online portal for payment of customer bills.
- Fund Accounting (49 funds used). Ability to use pooled cash and investment accounting to create due to other funds when creating entries. Reporting requirements to create our Annual Comprehensive Financial Report (ACFR) per GFOA guidance.
- Track, add, dispose and depreciate the city’s fixed asset portfolio.
- Track federal grants for reporting on the schedule of expenditures of federal awards (SEFA). We also currently track other non-federal grants in order to properly report and track grant project expenses.
- Current PCard program is with JP Morgan Chase. Ability to import statements and reconcile transactions to the general ledger. Electronic workflow and approval of monthly statements.
- Effective management of the entire procurement process from requisition initiation to issuance of purchase orders to the payment process. Electronic workflow approval and ability to attach justification documentation is mandatory.
- Ability to archive, track, and manage completed contracts through the entire contract lifecycle to provide visibility and reporting capability for active and expiring contracts. Contract data to track includes (but is not limited to) vendor name, contract type, effective date, termination date, change order history, renewal history.
- Ability to electronically archive solicitation history and result is desirable.
