[B] Scope of Service:

(1) Vendor needs to provide web-based and cloud-based, software-as-a-service (SaaS) applicant tracking system (ATS) and performance management system to automate its existing talent acquisition processes, including position requisition, sourcing, recruitment, interviews, job offers, and onboarding.

• Personal digital assistant (PDA) compatible and web-enabled
• Unique portals for specific users and related user licenses
• Job requisition creation and approval, particularly integrated with Microsoft Outlook
• Automated and streamlined job postings to multiple job boards and LinkedIn
• Advanced search options, including Boolean logic search, artificial intelligence (AI) category searches, and resume harvesting
• Ability to use QR codes for job application
• Ability to send and receive text messages for job application
• Ability to centrally source passive candidates through job boards and databases
• High volume recruiting, that allow to build innovative, flexible, scalable recruiting processes
• Job skill inventory with ability to identify potential skill gaps and build a pipeline of internal candidates
• Hiring document collection and storage
• Self-service portals for applicants, hiring managers, and HR employees (including talent acquisition and candidate experience)
• In Applicant Portal, automatic parsing of uploaded resume into ATS job application framework
• Automated emails, communications, hiring forms, offer letters and eSignatures
• Integrated on-demand video interviews
• Automated capacity to check availability and schedule interviews for candidates, hiring managers and recruiters via Microsoft outlook integration
• Direct messaging via email and text message with the ability to send scheduling links to applicants
• Automated action tracking services for applicants, hiring managers, and HR stakeholder internal approvals
• Automated offer letters and onboarding material templates
• Interview document approval routings for partners in compensation, EEO, and HR
• Onboarding tools, including personalized pre-onboarding and post-offer boarding by job category (agreement vs. non-agreement; operations vs. corporate)
• Testing tools, including ability to host, execute, score, and communicate scores for a variety of pre-employment tests
• Ability to send out links to candidates for the completion of hiring documents. (Transfer an applicant to a candidate-post acceptance of an offer of employment)
• Automated forms filled out with employees’ biographic information provided in the employment application
• Ability for candidates to securely complete and upload hiring documents to a candidate portal,
• API to include integration to and from other systems, job boards, background check providers, credit check providers, I9 verifications, etc.
• Customizable reports, Analytics and Business Insights (BI) for essential key performance indicators (KPIs) for recruitment and hiring
• Customizable dashboards to track hires and key metrics, including executives (e.g., return on investment, cost per hire, etc.), hiring managers (e.g., hire status, overview of open positions, etc.), and recruiter (e.g., KPIs, overview and current status of open requisitions, goal status, etc.)
• Automated workflows routing applicable new hire documents to partner departments, including payroll, benefits election forms, retirement and pensions documents for all new hires to respective departments
• Candidate-facing gateway with new hire introduction materials, including new hire video, policies and procedures, and further information about onboarding
