[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide tax collection and payment software.
- Installation, implementation, support and maintenance services of a qualified firm to replace the Existing tax collection and payment software
• Must show multiple years of unpaid taxes.
• Capability to produce a bill for whatever month requested (interest rates are loaded into the system as each unpaid tax year is returned to the County).
• Ability to enter new owners as new deeds are recorded.
• Ability to enter new addresses of the owners – separate field as NYS RPTL requires bills to go to the address on record for the delinquent tax year and any new addresses/owners as well.
• Ability to enter tax payments and paid dates in the system daily – area to put notes, such as payment returned due to incorrect amount, check not signed, etc.
• System set up to pay current taxes prior to past years, but must have the ability to override if necessary.
• Ability to flag for bankruptcies, county owns, and cancellations to avoid letters being generated.
• Ability to track/apply bankruptcy payments.
• Ability to correct for returned tax amount due to corrected bills and apportionments.
• Ability to recess an interest rate for a period of time.
• Ability to import taxes from Business Automation Services Tech after tax collection periods.
• Ability to add and delete title search fees.
• Ability to have exported paid detail imported into the financial system daily.
- Reporting Ability:
• Monthly tax payment reports that can be filed in the County Clerk’s Office along with a “Certificate of Redemption” and the ability to export these reports to Excel and the financial system.
- Installments and Contract Payment Plans:
• Ability to amortize taxes on all properties that have an installment payment plan.
• Plan can be between 6 and 24 months in duration.
- Demonstration of Software: provide a demonstration of their proposed software.

(2) All questions must be submitted no later than February 8, 2023.
(3) The contract period will be for one year.
