[*] Scope of Service:

(1) Vendor needs to provide legislative management system.
- The city currently utilizes granicus legistar, media manager, live manager, vote cast, ilegislate, and insite, as a part of its legislative management system, including audio and visual recording of meetings, posting of legislatives and minutes to the website, and accessing legislative packets on a mobile device.
- The system must be clear and easy to use for a wide implementation across Brown Act meeting bodies, departments and city staff with varying degrees of technological ability.
- The system must allow access via apple and android products, smartphone, tablet, or desktop computer. Legislative staff must be able to upload, edit, and view legislative materials on these devices from anywhere without any limitations or compatibility issues.
- The system must be able to integrate with the equipment installed in the council chambers and network infrastructure. it should be able to integrate with the city’s website, laserfiche, and any other technology necessary.
- The system must ensure that the published legislative packet is easily accessible and that it is technologically dependable to avoid disruptions with viewing or streaming written or video materials with the primary goal of promoting government transparency.
- Legislatives materials need to be accessible online for city and public use. the online legislative materials should be accessible and easily integrated with the city website.
- Cloud access should be secure and provided unlimited storage capacity.
- Automated workflow system to prepare, track, modify, approve, and monitor the progress of legislative materials (staff reports, agendas, and minutes).
- Version control for development of legislative items and tracks changes and edits.
- The system should be able to stream meetings live and record them and publish to the web together with the meeting draft minutes, approved minutes, supporting materials and the meeting legislative.
