[*] Scope of Service:

(1) Vendor needs to provide enterprise land management and permitting consulting services for the development of a comprehensive assessment, strategy, and needs analysis to pursue a modern Enterprise Land Management (ELM) Software System.
• Map business processes performed within the current ELM platform and external to the system (and any new or revised processes recommended as part of the review and analysis).
• Identify business process improvements to streamline the City’s approval process, including identifying new needs from changing City regulations or business environment.
• Utilize the findings of the needs assessment to prepare a comprehensive RFP for software platform and a system integrator.
• Assist the City of Long Beach with identifying the software platform that would best meet the City’s business needs and cost and resource considerations.
• Provide high quality project management services through all phases of the engagement.
• Provide thorough quality assurance services that allows for the successful implementation of the selected software platform
• Consultant shall perform a Needs Analysis for the overhaul to, or replacement of, the ELM platform
• Consultant shall review existing assessments conducted to date on the ELM platform.
• Consultant shall gather requirements for the solution.
• Consultant shall conduct an evaluation on the City’s current technology platform, the City’s current business operations capabilities, and desired features in the new or upgraded technology solution.
• Consultant shall assess City staff and customer interaction with the current application interaction, as well as gathering ideas from City staff and its various types of customers about their wants and needs for the ELM platform.
(2) A pre-proposal meeting will be held on March 30,2023.
(3) All question must be submitted no later than April 6, 2023.
