(1) Vendor needs to provide consultation and application portal.
• Development Plan and Variations
• Strategic Plans and Variations
• Local Area Plans and Variations
• Proposed Footpath improvements
• Heritage Surveys
• Proposed Refurbishment Works
• Public Road consultations
• Road Design Plan consultations
• Surveys
• Local Economic and Community Plan Consultative Surveys
• Community Plans
• Policy documents
• Landscape Consultations
• Community Grants
• Arts Grants
• Various other grants and schemes for Community, Planning, Environment, Libraries, Heritage and Conservation, Roads sections etc.  
• The portal must enable participation in consultations and surveys directed at Local Authority staff, Elected Members, the Citizen, Diaspora or the Business Community.
• The portal must have the flexibility to cater for more specific requirements of complex consultation processes like Development and Local Area plans. These complex consultation processes will require interfacing with multiple backend systems.
• The portal must be able to produce outputs in the form of reports and/or visualisations based on submissions to any consultation or survey.
• The portal must create and deliver a user friendly online application system and include the upload of documents in various formats.
• The portal must facilitate the upload, storage and download of supporting documentation to applications.
• The portal must integrate with Microsoft Applications such as Sharepoint, Power Automate etc.
• The Portal should have the option to allow registered OR non-registered users to partake in consultations and surveys, as designated by the Contracting Authority. The portal must allow user registration for submissions and applications.
• Once submitted, applications cannot be amended by the applicant.
• The portal must be available to deploy from contract signing date, estimated to be April 2023.
(2) All question must be submitted no later than March 23, 2023.
