[*] Scope of Service:

Vendor needs to provide NG911 logging recorder system.
- The Recorder System will be used to support NG911 call processing and dispatch communications for the city police and fire departments.
- The project to develop this recorder system is supported using 9-1-1 telephone surcharge and grant monies assigned to the city
- Provide all delivery, setup, preparation, erection, placing, connection and testing necessary to install the 9-1-1 Logging Recorder.
- Functional operational downtime for the Recorder, to include critical failures and preventive maintenance, shall not exceed a total of one (1) hour per year. System availability for purposes of this section shall include the ability to provide all functions included within the system design and implementation.
- Provide continuous maintenance service, for all systems, with onsite availability 24-hours per day.
- Design, installation and operation of the Recorder shall not cause interference to audio sources or other equipment located within the facility
- All recordings shall be stored in digital format per the standards stated above. Storage of audio based files (MP3) shall be a minimum of 750 channel-hours aggregate capacity. Storage of .txt files shall include a minimum of 1 Gb available partition or aggregate capacity. Storage of video based MP4 files shall include a minimum of 1 Tb available partition or aggregate capacity.
- Digital storage may be based on mechanical or solid state disk media.
- Access to stored audio, text and video shall be network based through a compatible application or https based web browser based portal or workstation application. Access shall be secured by a unique username based login and password. The system shall be capable of supporting a minimum of 50 users. - Analog audio recording bandwidth shall be, at minimum, 300 Hz to 3 KHz using a minimum 16 bit sampling meeting MP3 or WAV standards.
- The provided Recorder shall allow recording of analog voice communications from a minimum of sixty-four (64) different audio channel inputs.
- VOIP Session Recording: The Recording System shall capture and record NG911 workstation voice messaging packets identified with talk sessions.
- Text Message Recording: The Recording System shall capture and record NG911 workstation text messaging sessions. The mechanism shall record date, time, caller ID, workstation ID and text content.
- Video Recording: The Recording System shall capture and record NG911 based photo and video SMS transmissions directed to answering workstations. Recordings shall be in MP4 format showing date, time and workstation information.
- Archival Storage: The Recorder shall be equipped with an archival storage mechanism. The mechanism shall allow 1-time, sequential and incremental network based backup copying of recorded data files.
