[*] Scope of Service:

(1) Vendor needs to provide permitting system modernization consulting services.
- provide, on an “as and when requested” basis, professional consulting services including, but not limited to, project planning, implementation, and product configuration advice for enhancing the City’s permitting system,
- Lead or elicit business requirement gathering and analysis from key project and program stakeholders;
- Assess the impact of proposed business requirements on the systems and collaborates with Tyler Technologies and the City’s IT technical specialists to propose solutions;
- Research solution options as required;
- Provide input to cost-benefit analyses on solution options;
- Document current/to-be data flow and process workflow, business requirements in various forms such as business requirements document (BRD), use cases, user scenarios, user stories, service design blueprints, business process maps, functional and technical specifications, etc. Ensure documents are catered to the audience and effectively translates business requirements and that documents maintained regularly throughout the project lifecycle;
- Conduct process reviews, process improvement and impact assessment due to system changes or new implementations. Identify all activities required to support to-be processes;
- Conduct gap analysis between business rules, business requirements, legislative/compliance requirements and desired to-be state;
- Attend and participate in other project working sessions and meetings with the City’s Project Team Members and Subject Matter Experts (SME) as requested;
- Support, implement, and review EnerGov configuration including fees, workflows, custom fields, etc., and verify accurate setup between EnerGov environments. Additionally, apply configuration improvements as requested by the City;
- Support, implement, and review City’s EnerGov configuration including case type development, submittal routing, Citizen Self Service (CSS), eReviews, Bluebeam Integrations, automations, georules, etc.;
- Support the City in reviews and updates required for developing and deploying reports, queries and stored procedures, GIS and enterprise infrastructure/ network, as requested; and
Work with project or program team(s) on solution design, ensuring needs and business goals of stakeholders are met throughout the project lifecycle
(2) Vendor have to registered on Issuing Authority website in order to download unwatermarked RFP.
