[*] Scope of Service:

(1) Vendor needs to provide adjudicative case management software for an administrative penalties system
- The solution should have a seamless integration to receive the Penalty Order (PO) and relevant documentation from the processing centres and provincial stakeholders, and incorporate potential screening or hearing scheduling, payment processing, ticket tracking, collections, remittance
- Penalty Orders:
- The solution shall receive electronic zip file with all penalty orders (PO) from the processing centre
- The solution shall enable creation of a case file for each PO
- The solution shall have the ability to view PO’s by date and sort by issued, appealed, resolved, unpaid and paid including financial totals of what has been paid and what is outstanding
- The solution shall have the ability to search by plate number, name or PO number
- The solution shall have the ability to view PO’s that have requested a screening, are currently being screened, a screening date has been set, or a screening has been completed
- The solution shall have the ability to view PO’s that have requested a hearing, are currently with the hearing officer, a hearing date has been set, or a hearing has been completed
- The solution shall have the ability to pull unpaid PO’s to issue a notice to the contravener either electronically or as a paper mail out
- The solution shall have the ability to sort by number of fines paid, fines paid outright, amount paid, amount outstanding, with the VC amount and any fees showing separately
- Data Collection and Reporting:
- The solution shall have the ability to extract adhoc reports for collection reporting based on criteria such as date range, outstanding, payments etc. daily and monthly reporting related to the banking and accounting needs of the municipality
- Collections:
- The solution shall have the ability to automatically generate overdue notices created so they can be sent to contravener by mail or email
- The solution shall have the ability to store information/attachments/documents related to collection activity, notes section
- The solution shall have the ability to store all data related to contact details, for example previous addresses, phone numbers, email addresses,
- Online Public Portal:
- The solution shall have the ability for a contravener to initiate a screening or hearing through online, fillable forms virtually through the portal/application page
- The solution shall have the ability to automatically send the contravener an email copy of the screening request or hearing request along with any associated file number issued by the municipality.
(2) All the questions must be submitted no later than April 4, 2023
(3) Vendor have to registered on Issuing Authority website in order to download unwatermarked RFP.
