[*] Scope of Service:

(1) Vendor needs to provide process management system.
- A configurable process management system software as a service for building and code enforcement records.
- Include all system operating costs including licensing, hosting, system access, media storage and data migration, training, support, and any other associated implementation costs for the first year. 1. Hosting services reliability, security and compliance
- Services must use an enterprise-level oracle or MS server database.
- Service-related websites must be certificate secured and associated web traffic must be protected by secure sockets layer encryption.
- Datacenters must be located in the continental United States with redundancy provided throughout the production infrastructure.
2. System performance and reliability
- SaaS application must be accessible from various client devices using a standard web browser.
- SaaS application must access and update database in real-time with no lag time or need for synchronization.
- The solution must support a minimum of 6 concurrent users
- The solution must be available to end users 24 hours per day, 7 days per week and 365 days per year.
3. Data, data ownership and access
- Data and databases created and collected as part of this are the property of County.
- The contractor must provide a daily database export at no extra cost.
4. Data Integration
- The solution must integrate with the county’s geographic information system parcel updater software.
- The contractor must provide secure and documented to facilitate integration with County data.
5. Return and maintenance of county data
- return to county all county data in either the form it was provided to the contractor or in a mutually agreed format along with the schema necessary to read such data
- Preserve, maintain and protect all county data until the earlier of a direction by the county to delete such data or the expiration of 30 days from the date of termination or expiration of the contract term
- After the retention period, the contractor shall securely dispose of and permanently delete all county data in all of its forms, including backups and paper.
6. Solution components and training
- Discussion of the capabilities for county staff to configure the software forms and reports and workflows to meet the business needs without vendor intervention.
- Discussion of the workflow capabilities.
- Discussion of the reporting and analysis tools.
- Description of the security features and audit trails.
- Description of software support strategies including support contact information and hours, software version releases, issue tracker, bug fixes.
- Proposed training strategy.
- Detailed diagram showing the major architectural and associated components (hardware, software, network and security layout) of the proposed system.
- Discussion of how the prospective system can integrate and interface
