[*] Scope of Service:

(1) Vendor needs to provide board and committee management software.
- Any client component of the system should run on Windows, Apple Mac, Apple i-device or Android
- A web-based, cloud-hosted application that is accessible across a wide range of modern browsers (Chrome, Explorer, Edge, Firefox, Safari)
- The platform must have an App version
- Access to the system for users and administrators must be via multifactor authentication (MFA)
- Ability to work on documents offline with annotation and mark up capabilities
- Easy to use standard document types i.e., DOC and DOCX, HTML, HTM, ODT, PDF, XLS, XLSX, ODS, PPT, PPTX, TXT
- Facilitates customisation of the system as necessary e.g., addition of logos, meeting pack templates, password policies, email formats for notifications etc.
- Allows users to access the application on tablet, laptop, or desktop computer without additional support (including self-service resetting of passwords)
- The system should be designed to work efficiently over common broadband and mobile data networks with good response times and tolerances for low bandwidth
- Both the Administrator and End User aspects of the system should be consistent in design, be highly usable, of an intuitive nature and offer ease of navigation and use.
- Easy to use end-user interface with minimum training or support required to access key functionality.
- Supports easy browsing, review and searching of meeting papers for meeting preparation.
- Users can make and save personal annotations which only they can view unless they explicitly choose to share them.
- Annotations and mark ups are collated for ease of review.
- Email notifications when papers are available and when changes are made to the meeting arrangements or agenda.
- Search functionality to cover documents, minutes, annotations, agenda items and meeting titles.
- Users can navigate easily between a meeting agenda and the associated papers during a meeting.
- IT Administrator control over user and identity management to define role based or individual access to documents.
- IT Administrator to have access to functionality that allows for monitoring of security log files i.e., user access etc.
- Functionality to easily create and manage users, meetings, documents, templates.
- Ability to reorder documents within the central document library e.g., newest versions to the top of the list.
- In the App facility ability to provide the embedded functionality to de-activate options for printing, emailing, and copying
• Identity Management and Multi Factor Authentication (MFA) for login and system access
• Option to integrate system logins with an existing IDA Ireland Windows Active Directory user database more desirable
• Data encryption – in the Cloud at rest and in transit
• IT Administrators should have access to centralised logging, customised reporting and alerting features for additional security and auditing controls
• A secure portal for circulation of documents to allow meeting participant’s to read and annotate documents securely along with the functionality to deactivate options for printing, emailing, and copying of documents.
• Application data should be secure without need for any additional mobile device management or security software; tenderers should state if required/recommended
(2) All questions must be submitted no later than April 3, 2023.
(3) The contract period will be for three years.
