[*] Scope of Service:

(1) Vendor needs to provide SaaS foster parent licensure solution
- To assist with its mission, the agency is seeking a SaaS solution to increase recruitment of  foster families to provide suitable care for youth while decreasing the time it takes to approve licensure of families and ensure that families, including kin, are able to complete the process and provide a safe home for children and youth in foster care
- The expected outcomes of using a SaaS solution are an increase in the number of foster homes approved per year in addition to reducing the time and complexity of completing the process for potential foster families
- Begin and complete all steps in the licensing process in a central, user-friendly web portal.
- To track steps completed in the licensing process as well as showing them the steps left to complete. All information must be updated in real time.  
- Module must accommodate any number of adults in the home and track steps to include background checks and required trainings for each home
- Manage paperwork for prospective and current foster parents, via a web portal,
- Support families along the licensing process. The portal must also allow for uploading of documentation and accessing of information,
- Track data about onboarding completion time and withdrawal reasons.
- Track progress towards completion of training, families with licenses up for renewal, support for fire inspection workflow, and support for contracted home study workflow,
- All aspects of the licensing process must be able to be tracked and monitored seamlessly online.
- Must have a Configurable Licensing Process/Workflow to match specific licensing workflows and requirements.
- Placement Module must accommodate different processes for kin and non-kin families.
- The solution will be available to users with a diverse range of abilities and comfort levels in using this type of technology so the applicant portal must be designed with this in mind.  
- The applicant portal must save and track the process and allow prospective foster parents to complete all necessary forms.
- Portal must allow prospective and current foster parents to upload all documentation necessary for licensure or re-licensure to be uploaded in addition to having full e-signature capabilities.
(2) All the questions must be submitted no later than April 10, 2023.
