[*] Scope of Service:

(1) Vendor needs to provide implementation of payroll software solution.                     
- Current payroll software solution and data migration from the County’s current ERP system. The implementation will be conducted in accordance with an established Implementation Plan developed by an independent Consultant.
• Configuration and testing of HR and Pay enhancements identified from the requirements analysis and the “to be” HR/payroll processes; and the fit/gap assessment of time and attendance;
• Ensuring all HR and Payroll processes and functions deployed on the Ceridian platform are fully tested; operate without error; and completely enable the defined HR/Payroll business requirements, processes, and operations performed by HR and Payroll staff;
• Assess pay adjustment to various pay types and pay classes;
• Analyze how pay adjustment can be limited based on the pay types and pay classes;
• Complete all required configuration activities including but not limited to:
o Opening time sheets for employees;
o Entering employee time sheets and approvals flow of time information to payroll;
• Ensure all data integrations between D365 Finance and HR, payroll, and time are functioning; ensure all data integrations are accurate and can be reconciled as required by the County’s Finance, Payroll and HR departments; create a production-deployed report demonstrating the data integration is accurate and reconciled each time an integration process is executed;
• Work with Parkland County HR and IT operational staff to ensure effective transition of knowledge; this includes written documentation of all HR/Payroll business and operational processes, technical software processes and software configurations, setup and architecture.
- An Operations Manual describing the technical operation and maintenance of the system is also required and shall include the County’s (and SaaS vendor’s) processes concerning payroll business process continuity: data backup, application security, and disaster recovery and failover functions;
• Configuration, and system and integration testing of the migration of time and attendance processes from D365 to Dayforce; this includes documentation of testing results and corrective actions to address unexpected testing results and errors;
• Provide end user training and functional documentation for Parkland County’s HR and Payroll staff. In addition, training and documentation regarding all technical processes and designs will be provided to Parkland County’s Information Services group, and
• Development, documentation, testing and production-deployed reporting of appropriate interfaces to ensure D365 and Dayforce integration and data integrity/reconciliation. For example, payroll costs must be integrated from Dayforce payroll to the Dynamics 365 general ledger and reconciliation reports demonstrating data integrity & accuracy are required.
(2) All questions must be submitted no later than September 27, 2023.
