[*] Scope of Service:

(1) Vendor needs to provide business continuity plan software for a well-maintained business
continuity plan software solution to adequately assess risks, build and manage incident
response management (playbooks and workflows) based on the Business continuity Plan for prevention, response and recovery.                  
a. Reporting and analytics
1. Analytics function for investigation and discovery.
2. Program management dashboard that can be created and modified.
3. Business impact analysis features.
b. Workflow
1. Ease of configuration and use though each area/section of software (Versus Customization).
2. Robust business continuity plan Workflow Management for workaround processes by departments, communication plan, tracking of the response plan, and notifications.
3. Capability to integrate approval/denial process for changes.
4. User access and permission level controls to edit/update business continuity plan written plan and processes.
5. Limits number of users with administrative capabilities.
6. Capability to manage and track drills
7. Allows for out of box and custom playbooks for incident response management workflows, regardless of a scenario or complexity (physical disaster or cyber security attack)
8. Ability to be triggered to launch any section of the workflow based on the continuity plan to be invoked (i.e., only one department needs to implement their continuity plan vs. the entire organization).
9. Allows for test run playbooks and demonstrates results.
c. Data integration
1. External/Internal Source Data Integration such as technical assets inventory.
d. Mobile platform
a. A mobile app feature that includes the ability to trigger notifications to emergency response teams.
b. The mobile app has features to manage and follow the continuity plan playbooks.
e. Integration capabilities
a. Visual dependency mapping capabilities, identifying which departments and/or applications are impacted by the event.
c. Building Access Control Integration, but not mandatory.
d. Ability to integrate with agency current Emergency/Mass Notification Services Message Management solution (Everbridge).
f. Regulatory requirements
a. Ability to meet minimum requirements for federal/state requirements for business continuity planning.
g. Functional features
a. Risk assessment functionalities.
b. Capable of holding virtual control center in the event of disaster.
c. Disaster recovery management capabilities.
d. Document library feature.
