[*] Scope of Service:

(1) Vendor needs to provide secure, web-based citizen online reporting portal where citizens can submit non-emergency incident reports such as vehicle collision reports, crime tips, and various other non-emergency incidents.
- system must allow users to report a non-emergency, minor incident online 24/7 via the web and mobile devices
- system must support English and Spanish languages.
- system must be hosted in a secure environment on a secure server.
- system must be patched and updated regularly to resolve vulnerabilities and security risks should include all extensions or plug-ins
- system must have a customizable backup schedule
- system must allow for data encryption capabilities at rest and transfers.
- system must have input field validation and text size limitations.
- system must allow unlimited users simultaneous logins.
- system must interface with an RMS (Record Management System)
- system must have the ability to purge data after a customizable number of days.
- system must prompt for spelling and grammar errors while inputting data into online form, especially in the Narrative section
- system must be able to map an address input by the user to the appropriate MCSO District
- system must include implementation support and training.
- system must provide unlimited customer support via phone and email
- system must allow customization of qualifying questions to ensure the incident is appropriate for online submission
- system must allow the user to ‘Cancel’ or ‘Submit’ the report. - system must allow the user to select Incident Start Time and Incident End Time
- system must display a temporary incident number once the report has been submitted
- system must have the ability to automatically send via email a copy of the approved online report to the user in PDF format.
- system must allow user to add a supplement to the report if there was already a report submitted online or in person
- system must allow the user to upload photos, videos, documents, etc. as evidence
- system must have the ability to block users from submitting an incident report online in the event the user is found to be submitting multiple, fraudulent reports
- system should have a phone number users can call that allows them to input their 10-digit mobile number and receive a text message with a link to directly file their report on a mobile friendly form.
(2) All questions must be submitted no later than September 27, 2023.
